International Law and the Securitisation of Peacemaking: On Chapter VII, the Security Council and the Mediation Mandate in Yemen

Abstract Peace mediation as a form of peaceful settlement disputes has evolved significantly in the past 20 years, moving away from an informal process between parties towards more structured undertaking rooted norms and values international law. Sitting Chapter VI VII UN Charter, is underexplored aspect collective security regime Surprisingly little attention been paid to role Security Council (UNSC) exercise legal authority under shaping mandates. This article addresses this gap by developing theoretical framework for understanding UNSC construction context peacemaking. Using mandate Office Special Envoy Yemen case study, traces progression set out resolutions, interrogating shift discourse support inclusive political transition into narrower focus on hard response threat terrorism. Through analysis demonstrates how place within Charter system allows gradual securitisation peace at expense approaches. At time when consensus appears be weakening constructing responding global threats significant interest future Charter-based security.
